The Online Safety Act and VPNs
The Act places duties on platforms and not on users. Services that carry adult or harmful content must check the ages of UK visitors. When those checks began in July 2025, VPN downloads rose sharply, and some commentators called for VPNs to be restricted. Ministers said that there were no plans to ban them. Ofcom's position is that platforms must not encourage their use as a way round the checks. None of this makes it unlawful for an adult to use one.
The Investigatory Powers Act
This is the law that lets the government require telecoms operators to keep internet connection records, meaning which services each customer connected to, for up to twelve months. A VPN does not breach it. It simply means that your provider's record shows a connection to a VPN server and nothing more. In principle a VPN company could also be served with a notice. That is one reason to prefer a service that has no accounts and keeps no logs, because there is less to hand over.
