When you are not the bill payer
Lodgers, students in halls, people on a partner's phone contract and anyone using guest Wi-Fi cannot change the account settings. The same goes for school, office and hotel networks, which run their own filters. In those cases the practical way to unblock websites UK networks have filtered is an encrypted tunnel. The filter sees one secure connection to a server and has nothing to categorise. A key that uses VLESS over Reality looks like ordinary HTTPS, so it is rarely caught by the rules that stop older VPN protocols.
Court ordered blocks are a different matter

Why is an ordinary website blocked on my broadband?
Probably the provider's family filter. They are broad, and they are often on by default.
Can I switch the filter off?
Yes, if you are the account holder. It takes a couple of minutes in your online account.
What if I am not the account holder?
Then a VPN is the practical route, because the filter cannot see inside the tunnel.
Does a VPN unblock piracy sites?
Technically any tunnel does. We do not offer the service for that, and the law on piracy is unchanged.
Will this work on university Wi-Fi?
In most cases. The network sees what looks like a normal secure website visit.
Is any of this illegal?
Turning off your own filter is not, and neither is using a VPN.
