Follow the money
Free VPNs run on rented servers and paid bandwidth, the same as paid ones. If you are not the customer, then somebody else is. Usually it is an advertiser. Sometimes it is a data broker. Often it is the provider's own paid plan, with the free tier acting as the sample on a cocktail stick. And sometimes it is another customer altogether, whose traffic leaves the internet through your broadband line. So the honest reply to are VPNs free is that some cost no money, and none cost nothing.
